If someone doesn't have to worry about paying more, they will drive more recklessly. I also believe that is a problem with government health insurance. People will take advantage of the system and use doctors and hospitals more than they would if it came out of their own pocket. Why should a poor person who needs a car to go to work or school have to pay car insurance? I have car insurance because I have a car and money in the bank. It's a real drain on a person with a limited income. Poor people are judgment proof. That means it is futile to sue them, because the complainant will get nothing. The uninsured could be handled by having a small premium on your policy which covers uninsured drivers. it would not be expensive.
